The English philosopher Jeremy Bentham (1748-1832) intended for the neologism “deontology” to establish what should come under the aegis of the principal of utility, to conciliate private and public interests. Emmanuelle de Champs explores political Benthamian deontology, the art of the legislator, constitutional law, and the moral dimensions of utilitarianism, which she judges to be central to the Benthamian philosophical system. She shows that the theory of language and knowledge, the theory of fictions, is a veritable condition of the possibility of political reflection, forging the tools necessary for a morality of public action. Constitutional thought filled Bentham’s work from the 1770s, fueled by the American and French revolutions, the rise of radical demands in Great Britain, and the liberal revolutions of Southern Europe and Latin America at the beginning of the nineteenth century. Benthamian political deontology thus becomes part of a dialogue with Montesquieu and Blackstone, Burke and Paine, Mill and Macaulay, and appears as major step in the history of western political ideas.
